Job Description


The Manager, Procurement reports to the Corporate Controller and has responsibility for the procurement function at Western. This position is responsible for the procurement of major operational supplies, maintenance materials, equipment and related services thereby utilizing the collective purchase power of the organization. This position is located at the Vancouver, BC office.


  • Provide overall direction and management to the operational and tactical procurement of goods and services in accordance with procurement and business strategies, as well as applicable policies, procedures and specifications
  • Contribute to enterprise wide initiatives and special projects, providing procurement subject matter expertise to streamlining and simplifying business processes
  • Design and drive the realization of savings, supply efficiency, quality, and process improvements across the procurement organization and the organization
  • Act as the point of contact with vendors, operations and key business stakeholders
  • Attain lowest cost of ownership for major operational supplies, maintenance materials, equipment and related services
  • Identify opportunities for vendor consolidation and to leverage the organization’s purchasing power
  • Oversee tenders, requests for quote, requests for proposal, requests for information, and other vendor documentation
  • Negotiate strategic purchase contracts and agreements
  • Direct and implement operational supply programs
  • Review and source capital requests
  • Improve the procurement platform (policy, procedures, tools) for scalability and provide operational support of implementation
  • Research and survey buying markets in order to source the most optimal suppliers, in accordance with corporate objectives
  • Stay current with internal and external factors impacting the procurement function
  • Ensure business is conducted in a professional and ethical manner, ensuring auditable documentation is maintained in accordance with best practices and the Western Code of Conduct
  • Provide day to day leadership, mentoring, guidance and performance management to the procurement team



Job Requirements


Education and Experience:

  • Post-secondary degree in Business Administration, Finance or Supply Chain Management.
  • Professional Purchasing or Supply Chain Designation
  • 7+ years progressive experience in a purchasing role

  • Experience in facilitating change initiatives
  • Comprehensive experience negotiating contracts and agreements including the ability to assess and mitigate risk with vendors and suppliers through well-structured agreements
  • Considerable knowledge of laws, ordinances, and regulations pertaining to corporate purchasing practices and contracts
  • Strong writing skills for correspondence, contracts, reports, bids, and other documentation
  • Strong Microsoft Office skills
