Job Description


Reporting to the Director, Human Resources, the HR Manager will have a strong focus on building the Learning and Development function at Western and in addition, be responsible for supporting operational activities within HR, ensuring an employee-oriented; high performance culture that emphasizes empowerment, quality, productivity, goal attainment, and the ongoing development of a superior workforce.




Learning and Development


  • Execute the overall Learning and Development strategy for Western as well as the development of centrally governed standards, systems and processes for the deployment of technical (including trade), compliance, leadership and business skills.
  • Conduct annual learning needs assessments in collaboration with the business to clearly understand and define capability gaps and develop and deploy site specific training and development plans.
  • Finalize the implementation of Western Learning, Westerns fit for purpose Learning Management System.
  • Work with third party vendors to design and deliver targetted learning interventions


Operational HR


  • Collaborate with managers to understand HR pain points and opportunities. Develop relevant and sustainable solutions that support organizational strategy, drive performance and enhance culture.
  • Provide consultation and coaching on issues related to legal and procedural compliance, employee relations, workforce planning, talent and performance management, compensation, recruitment & selection and organizational development.
  • Supports the annual compensation process including merit increases, and performance bonuses.
  • Development and implementation of company policies and procedures. Ensure that all relevant policies, procedures, practices, processes, and systems meet corporate standards, comply with applicable legislation, and are consistent with industry norms
  • Provide advice and counsel to managers and employees to ensure consistent application and integration of policies, procedures and practices at 100% compliance to promote an ethical and compliant work environment

Job Requirements


Education & Experience

  • Post-secondary degree in human resources or equivalent in relevant business discipline.
  • CHRP designation and/or actively pursuing designation preferred.
  • 7+ years’ progressive HR experience
  • Significant experience in the area of learning and development
  • Significant experience acting as a Trusted Advisor to senior managers and strategic partner to operations

Knowledge and Skills

  • Strong working knowledge of talent and succession, performance management, as well as compensation and benefits;
  • Strong knowledge of employment laws and standards;
  • A passionate employee advocate with a real drive to see employees succeed in the organization;
  • Demonstrated interpersonal and communication skills to effectively deal with multiple stakeholders;
  • Sound analytical, problem-solving and negotiation skills with an ability to understand broad Human Resource issues and resolve situations in a diplomatic manner.
  • Results orientated;
  • Highly organized with the ability to multi-task; and
  • Excellent facilitation/presentation skills.
